February, 2005 CLASS ENVIRONMENTAL ASSESSMENT PHASE III - SELECTION OF PREFERRED DESIGN OPTION PUBLIC INFORMATION CENTRE TO BE HELD ON SAT. FEB. 26, 2005 The third Public Information Centre for the Class Environmental Assessment for developing a Hauled Sewage (Septage) Management System for the Township of Algonquin Highlands will be held at the Stanhope Firefighters Hall on North Shore Road on Saturday, February 26, 2005 from 10:00 am to 12:00 noon. In October of 2004, the Township of Algonquin Highlands directed its consultants to commence Phase III of the Class Environmental Assessment to identify a Hauled Sewage Management Strategy for the Township. Phase III of a Class Environmental Assessment requires a municipality to identify and evaluate Alternative Design Options and based on the results of the assessment, select a preferred Design Option. Each Design Option is evaluated through an assessment of possible impacts on the natural environment (wetlands, watercourses, groundwater, etc), the social and economic environment (costs to users, costs to municipality, proximity to residences, etc) and infrastructure (existing roads, power grid, etc). The focus of the meeting will be two-fold: to describe the six (6) Design Options identified by the municipality for the construction of a hauled sewage management facility on municipal land; and, to discuss the selection of one (1) Preferred Design Option. The six (6) Design Options are comprised of three (3) different secondary treatment systems at two (2) different municipal waste disposal sites. All three secondary treatment Design Options will complement a primary system (settling tank) and subsurface disposal of the treated effluent. The two municipally owned sites are the Maple Lake Waste Disposal Site and Pine Springs Waste Disposal Site. The Public is invited to attend the Public Information Centre to review the proposed designs and to provide comment, prior to final selection of the Preferred Design Option by Council for the Township of Algonquin Highlands. October, 2004 CLASS ENVIRONMENTAL ASSESSMENT PHASE 2 - SELECTION OF PREFERRED ALTERNATIVES The second Public Consultation Event for the Class Environmental Assessment for developing a Hauled Sewage (Septage) Management System for the Township of Algonquin Highlands was held at the Dorset Recreation Centre on August 14, 2004. Approximately 35 people attended the meeting. The focus of the meeting was to present the selection of Preferred Alternatives for hauled sewage management to the public for comment. A questionnaire was distributed to those attending and was also made available through the Municipal Office and on the Township of Algonquin Highlands’ website. The Township has received 30 completed questionnaires. At the meeting, two preferred alternatives for Hauled Sewage Management within the municipality were introduced. The first is a short-term alternative involving the construction of a transfer facility for initial collection and settling of solid and liquids, prior to transport of the effluent to an existing facility outside the municipality. The second, long-term solution is for the municipality to build a sewage treatment facility. The short-term arrangement would only be required until such time as a hauled sewage treatment system for the municipality could be constructed. Based on the completed questionnaires, there is a high level of support expressed for the development of a municipal-wide hauled sewage collection and management system (80%). Respondents were asked to indicate their support for construction of a treatment facility at one of the municipality’s three existing waste management facilities (Hawk Lake, Maple Lake and Pine Springs). Maple Lake was preferred by 72% of respondents, Pine Springs was preferred by 48% and Hawk Lake was least preferred (31%), as a site for construction of a treatment facility. Sixty-four percent of the respondents were willing to pay $50 or more in additional haulage fees to transport sewage to an existing facility in the short-term. Since that time, the Township of Algonquin Highlands has directed its consultants to proceed with a further assessment of the impact of both Preferred Alternatives. The consultants are evaluating the impact of both alternatives on the natural environment (wetlands, watercourses, groundwater, etc), the social and economic environment (costs to users, costs to municipality, proximity to residences) and infrastructure (existing roads, power grid, etc), as well as public comments and concerns. Following Phase II of the Class Environmental Assessment, Phase III will begin. In Phase III, Alternative Design Concepts will be identified and evaluated, using a similar but more detailed set of criteria. Once Alternative Design Concepts have been identified, the public will be invited to attend a Public Consultation Event to review the proposed designs, and to provide comment.The following information is
